Question Game stuttering

Copy pasting from my ltt forum post for some more eyes.

PC was fine yesterday. I first noticed it in CSGO, my framerate would hit around 120 ish and every other second it would dip down. Using the GeForce Overlay thingy it's saying my 99% is around 10 FPS and it's creating a stutter that's driving me insane to look at. Rarely would the 99% reach as high as 60 FPS. Played Fortnite too to check my GPU stats and it's more of the same.

Updated all my drivers, nothing.
Updated BIOS, nothing.
Lowered game settings, nothing.
Tried other games, same stutter.
Scanned my PC with Malwarebytes and Avast and nothing.
I haven't downloaded anything for weeks so I doubt some software is being silly and goofy.

Have a spare hdd you can try reinstall of Windows on? Try that, even from a friend. If that works then you can redo your own drive. Or do that now. Coming from Linus to here means probably all sorts have been suggested and failed but ya haven't mentioned clean install as something you've tried.
