Question Games do not run properly

Can anyone help me?
I feel like my pc is not working properly when i play games. I see posts of people that will a less powerful system can run games at better graphics and stuff. For exaple i cannot run BF1 even on low graphics and settings because it becomes laggy in frames and microstuttering. I went to nvidia setting to force the pc to use the nvidia card instead of the integrated one but doesn't seem that anything has changed.

I used afterbuner and I see a problem, supposedly my graphic card has 4000 MB memory, however when playing it uses only 1.5k and says that i am using 99% utilization. The tempo of gpu goes around 80 C while the cpu around 73 C. Is that too high?

That's not really a problem. The gpu will only utilize as much memory as it needs. It will be app/game dependent. Some games may only require 1gb, some may need all 4. For example, GTA V has a counter that tells you how much vram you use in the graphics menu. Other games do as well.

Temps seem ok for a laptop. Definitely reasonable.

Have you made sure your laptop is in performance power mode? Also ensure that the laptop is plugged into AC power. When on battery laptops will sometimes use the IGPU to save power.

Well in invidia settings is using the preset of max performance in the first row. If you mean windows 10 settings I checked and i was using the Hp recommended. I now created a max performance plan, i'll try with that.

Uninstall your drivers using DDU in safe mode. Then reinstall the latest drivers for your card. Gmoney gave good information that you shouldn't discount. There are many things that can cause issues pertaining to your problem. You need to eliminate them one by one.

I have made some tests, so i changed the graphics to high and i have 30 fps with lots of stuttering that go low at 15 fps, graphic memory utilization increased to 3300 so that is not the problem cpu utilization went up to 100%. However, in the main menu when i use afterburner i cannot do a <mod edit>, is SUPER SUPER SUPER laggy, but cpu utilization does not reach 100%, stays around 86%, the only thing that reaches 99% is GPU and its memory utlization goes to 1500. I will now uninstall drivers, see if something changes. Anyway I don't understand...
Is my CPU decent?

Yes if you increase graphics it should utilize more memory. The biggest hits are going to be antialiasing effects. Do you happen to have GTA v, resident evil 2, fc5, or ghost recon wildlands? Those I know for sure have a usage indicator. I agree if you increase load and don't see more usage you have an issue there. Maybe timespy or firestrike(both free on steam). They should potentially max your card.

The DDU suggestion is definitely good and can help replace possibly corrupted drivers.

After the uninstall and reinstall of the nvidia drivers, BF1 ran a little smoother, main manu was not super laggy and gameplay low graphics was 60 fps with some stuttering, not entirely playable, CPU temperatures were just little below 80 C with 100% utilization. GPU was 3300 memory and 99% utilization around 80 C

Interestingly with laptops, you may need to install the updated drivers for the IGPU ie: intel HD graphics. Can you make sure to use DDU in safe mode and uninstall ALL drivers from all vendors. Then install the most recent IGPU and GPU drivers.

Your RAM doesn't look to be in dual channel mode. Usually they should be in slots 1 and 3. Furthermore your mobo might not support asynchronous dual channel (you have 2 different size RAM sticks), but it doesn't hurt to try. I'd say run a RAM benchmark without changing anything, and then move RAM from slot 2 to slot 3 and test again to see if performance improves.
