Question Games feel choppy ?

So, I think my pc is not working properly, but cant tell exactly. I got high fps, not high temperature, frametimes is good, ethernet connection is good as well. Xmp enabled to 3200 mhz. But games feels choppy. I had a bad laptop which was refund. So I got this pc about 1 year ago. I really can't tell if games are working properly or not, because on my laptop games were worse, but it's still weird for me. My setup: i5 12400f, Asus b660m plus wifi d4, g.skill 32 gb ram (2x16gb), 750W bronze, manli rtx 3070ti. It's prebuild pc. Here's 2 videos that I just recorded with xbox game bar. Game bar is disable all time.

Also I asked chatgpt to analyze videos. It said it's choppy and micro-stuttering. I tested it in several games, not just rocket league.

What kind of fps do you get? What is your monitors refresh rate and resolution? GPU drivers up to date?

I have 240 fps with a 240 Hz 1080p monitor. It's a Dell g2723H. Yeah I update my gpu driver when comes a new one. I optimized windows 11 like you write before. I used windows like that from clean install.

Go into your Nvidia App settings and set global max FR to 237Hz. Turn on Vsync in Nvidia app settings (global) and turn it OFF inside all the specific games. See if that helps. While you're in the nvidia settings you can take a sec to set power to 'prefer max performance' too.

I already optimize nvidia settings. I tried to use g-sync it was not better just a little. I won't use v-sync because it adds so mich input lag. I don't wanna use any sync and I don't get any screen tear.

Sorry it didn't work, I had a similar issue and googled it and found that process, and it worked for me. Sometimes if your FPS > your refresh rate the symptoms you described happen. Stupid question, but is your GPU in the top slot?
Yes. My gpu is on top slot under CPU. It's not stupid I read that it should be on top because it can cause stutters. Some people say they don't see what I see and maybe it's my monitor fault.
