Games freezing every few seconds on borderless mode!

I recently Learned that freeSync works in border less windowed mode too. having to wait for that black screen is really annoying so I decided to switch to border less mode.
the problem is every few seconds my screen freezes for a second and the game is very smooth rest of the time. I'm playing Overwatch. this happens in firewatch regardless of my settings. even when I alt tab with the game open everything on my screen freezes. I opened MSI Afterburned and saw that gpu usage suddenly drops to 0% and the temp goes to 50 degrees. it never exceeds 65 degrees. It doesn't do any of that on fullscreen

I already tried re installing the drivers with DDU. to be honest my PC has been acting very strange lately. AMD catalyst is super laggy to use! random stuff happen for no reason. sometimes my pc keeps waking from sleep and going back to sleep again for a few times.

My PC:
CPU: I5-3570K stock
Motherboard: Asus P8B75-V
Graphics card: Asus strix rx 480 8gb OC eddition.
RAM: (4x2)8GB Kingston hyperX 1600mhz
Storage: SSD: Intel 520 120GB HDD: WD10EZEX 1000GB
Monitor: BenQ xl2730z + a Samsung 24" 1080p monitor with a trashy tn panel.
I have also noticed that my main display flickers because of freesync. it only happens sometimes on the main screen or when the music control appears in my games.

I've treid:
Changing temp limit.
increasing power limit to 150%.
disconnecting my second monitor and restarting the PC,
Resting bios setting expect drive mode which is set to ACHD

Side note:
Heaven bench is ok Once i start it. it then starts doing the same when I turn freesync on or off. turning it back on doesn't fix it back unless I restart it.

Any chance you can try your gpu in another machine or a different gpu in this machine, also if machine is laggy try a full wipe and fresh install...
 


I don't have to try it on.
but this works fine in fullscreen mode :c? and my fps is 120 during the non stuttering periods! there should be something else.....
 


I have to add that If I"m right it started after installing and playing firewatch. first firewatch had it all on modes (full screen and windowed)

then every other game did it, only on windowed mode btw. I did installed the latest drivers with radeon chill btw, maybe that has caused the problems?
