Question Games lagging despite high FPS ?

recently I started noticing that my games started lagging (see

) even though I have high fps (50-60). This happens even when I try lowering graphical settings (uninstalling high demanding mods in skyrim). The weird thing is, that it didn't happen like a year ago (I had to study so I didn't have time for gaming).
I tried setting up a fps limiter but the stuttering stopped only when I set it to 25 fps. I also tried changing my DisplayPort cable but that didn't help at all.
The question is - could this be caused by my GPU (it's 3,5 years old) or is this a software issue?

My setup
CPU - Ryzen 1600
GPU -AMD RX480 8GB (3,5 years old)
16GB RAM
MB - MSI B350 MATE
Two SSDs - M.2 240GB for Windows and 240 GB for Games
HDD 1000GB
Monitor - 60Hz 1080p
PSU - Seasonic 620W (3 years old)

Is there a setting in the game for draw/ view distance? It seems to me that it is just having problem loading scene as you walk along. Are the drivers up to date on windows and amd gpu? Have you tried a fresh load of the game?
