Question Gaming and streaming in one pc (new build)

Hello there

I’ve recently decided to stream on twitch and I’m curious to know what specs should I be aiming for in terms of cpu ram size and gpu if I wanted to both stream and play on the same pc. I’m wondering if I need two monitors or if a single monitor would be fine. I mostly play league of legends and wow so I assume those types of games are a lot less demanding than games like COD or Battlefied.
Is an i7-9700k 8 core good enough?, and I dont know if I should go with 16 gbs or 32gbs of ram (not sure what speed) I also feel like 32gbs might be a little of an over kill but Idk, and I don’t know if I want a gtx 10xx or an rtx 20xx. My budget is about 3000$
 
This would be more than enough... I don't know if the 3K inc monitors and other periferals, but with less than 2K you have a amazing gaming rig.
