Gaming at 60hz on a 144hz monitor?

I'm looking to upgrade my monitor. Right now I have a 23 inch hp 1080p 60hz monitor with I believe a 4ms response time. In my build I have a i5 4690k overclocked to 4.2ghz, and a GTX 1070. I was thinking about either upgrading to a 144hz 1080p display or a 60hz 1440p display, because with a budget of ~$250 and my specs as they are, I thought that's all I could do. But I ran across a refurbished INSIGNIA 1440p 144hz monitor on newegg today, and I have my eyes set on that. The problem is however, I dont know if my rig will be able to run every game at 144 fps, in fact, I know it won't. In fact for some reason I only get ~50 fps on battlefield 1, but that's besides the point. My point is, for games that I cant achieve 144 fps on, such as games like battlefield, will the quality of the games still look good if I lock the fps to 60, or just let it fluctuate below 144? Sorry if this is a little unorganized or incoherent, I hope you understand what I'm trying to ask here.

I have the same GPU and had the same CPU along with it a while back. I'm running all games at ultra 1080p over 60fps, usually 90-144+ depending on the game. I have a 144hz monitor. Now, I have an i7-8700k, but your CPU is a bottleneck in some modern games such as BF1. 1080p 144hz definitely looks smooth, but colors aren't usually too good with TN panels.. Your rig might survive at 1440p but you might struggle to get over 60FPS in very demanding titles. 5ms-1ms, not a big/no difference. Definitely would go for the 1080p one if you need a 144hz monitor. You are able to utilize it in many titles. I myself might get a 1440p 60hz one some time, and you too. Just keep in mind you need to use lower settings at 1440p. Also, a 144hz one, looks...
