That build you listed is pretty good for the price but I strongly suggest to get a better motherboard (ITX sized preferably) with better connectivity options (and maybe even USB 3.1). You won't regret it on the long term. Also, I would pay the extra 15-20$ for higher clocked ram (like 2800mhz) as Skylake scales well with faster memory (although a better motherboard is first priority). That PSU is ok for your build but you could spend a little extra to get an EVGA SuperNova G2 650 or 750W (80+ Gold certified). P.S. I also have an MSI Gaming R9 390 and an EVGA SuperNova G2 850 (for future upgrades).

You could save some money by picking a cheaper ssd like the Kingston HyperX Fury 240gb as the Samsung is a bit more expensive (but also higher quality). The motherboard is a very good choice (I have an Asrock Extreme 7+ myself).
The PSU is high quality and good for the price (I don't think a G2 is worth the price difference).
I changed the CPU cooler to a slightly better performing one for a little price difference.
P.S. Also you don't need 3000mhz ram but there was little price difference between this an say 2666mhz ram (I bought the same kit except red and I'm running it at 2800mhz because it wasn't stable unless I OCed my cpu to 4.6ghz (currently running my i7 6700k at 4.4ghz )).
 
Solution


On a 950$ budget an R9 390 is pretty much the maximum you can fit. Also, why go with an AMD cpu since he has no upgrade path with that (outdated platform with many features missing) as oposed to Z170 intel chipset. Sure, things will change wen AMD Zen comes out but now, Intel is the way to go as far as the CPU is concerned.
