Gaming build on a budget, please help!

So, I'm planning on getting a custom built pc this summer (in maybe 1-2 months). The thing is, I have a budget of around 1300€ (that must include windows 10 and a decent monitor (at least 21' 1080p) for gaming. So that leaves me with about 1000-1050€ for the actual computer. I have picked a parts list, that goes a little bit over that budget, could you guys help me on what to cut down?

Those prices are in pounds. I live in Portugal, not in the UK. 980£ = 1250€ so that's about the same. I'm buying from here if you want to check it out, but I need to get the price down to about 1100€. If you could include a decent monitor (I have no idea on which monitor to buy, too), I would appreciate it :)

Windows 10 is free to download right now, just re-use your win 7/8/8.1 code with it.

assuming you get Win 10 free, you can expand to a 480/512 GB SSD. Also, by 2 months from now, the 1070 will be out, in similar price ranges to the 970s

So, you're telling me that I can get windows 10 for free if I buy a new computer? I thought I could upgrade for free from Windows 7/8. I'm buying a new computer that doesn't include an OS, so I think I have to buy it.

Also, things in Spain are so much cheaper than in Portugal. That monitor, for example, is 170€ here... Damn taxes...

So, I've looked into this, and it seems like with windows 10 (which I'm running on the laptop i'm using right now) doesn't have a product key. Instead, it gets recorded in their servers that this hardware has windows 10 and it's only good if I want to reinstall windows, on the same computer. I do have another laptop running windows 7 pro, is there a way I can use that key (which I should be able to get with some software) to install windows 7 on my new computer, and then upgrade it to win 10? Sorry for all the questions but I would really like to save those 115€.
 
The laptop key may or may not work... It's supposed to be exclusive to the laptop. However Windows has been known to ignore that if the old machine is turned off or otherwise never used with Windows again.

If you download the Windows 10 update/installer and put it on a thumb drive, you can install with it right to a new hard drive. It will just ask for a legitimate license key, which can be an old windows 7 key.

I need that laptop, though (it's 1 year old, and I use it for school). It seems that either I get an old win 7 key from someone, or i'm buying windows :(
