This sort of game crash only happens while playing Apex Legends. It requires a full PC restart. It doesn't happen for every match, or even most matches. It will only happen maybe 1/5 matches.

We have tried adjusting refresh rates, we reseated the CPU, we made sure nothing was being overclocked, all temps are cool, the game has been uninstalled and reinstalled, we have rolled back drivers multiple times.

Any ideas or suggestions?

To me this seems like a ram issue, try running the game with one ram stick if you're using dual channel. If that doesn't fix it then it must somehow be a hard drive issue, try reinstalling on a different drive if you own multiple ofcourse

I'm also unaware of your problem, just giving suggestions. Wait for more replies before making any major changes to your pc

A failure for one game suggests the need for a game patch.
or, possibly a game setting.

What is the make/model of your graphics card and psu?
Next most likely issue is the graphics card driver.

I doubt that ram is an issue(8gb might be)

Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

We checked recommended game settings and everything is turned down to low.

The gpu is an AMD Radeon RX-5700xt.
PSU is a Seasonic Focus not sure the power on it though I would guess it's at least 750.

5700XT usually needs 6 and 8 pin aux psu power.
More if it is a factory overclocked version.
http://www.realhardtechx.com/index_archivos/Page362.htm

Do not connect both with just one psu pcie cable, to reduce wiring.
Seasonic recommends using two separate cables.

Can you monitor your gpu temperatures?
If the card gets too hot, bad things can happen.
Much higher than 80c. may cause issues.

You must also consider the possibility that the graphics card is failing.

GPU is around 70-80 when under load and we do have two separate cords for his GPU.
