I need a gaming pc as cheap as possible, easy to build, and can run at 60 fps high settings while being pretty smooth please help

A Ryzen 3 1200 won't get you 60+ fps in every game. You'll be looking at the Ryzen 5 / Intel i5 lineup.
I suggest leaving space for future ram upgrades.
An SSD is recommended for overall responsiveness and OS load time.
A gtx 1060 6gb will better achieve 60 fps at higher settings, but both versions should do it at just 'high' settings.
A corsair CX450m/CX550m would be a better PSU choice. Or if you can afford, an EVGA G2, EVGA G3, Corsair RMx, Seasonic Focus, or Bitfenix Whisper.
