Yeah you seem to be on the right track.
If you're on a really tight budget you can usually squeeze by on a cheaper psu+case combo like this one for $40 ($55 by tomorrow).

But it's not a good idea to run expensive components in that cheap of hardware because the power supply is really bad, so if you have room in the budget it is usually suggested to get something basic from any of the previously mentioned psu makers.
Also 8gb of ram is way over the top. This is probably what you want. way cheaper and the highest speed a 3220 can handle.

And this motherboard is a cheaper alternative as long as you don't need extra pci slots, compatible with all the newest processors.

Never get a case+PSU combo. That's common knowledge.

That motherboard won't work. It needs a bios update to work with an ivy bridge CPU.

Get 2x2gb RAM not 1x4gb.

Super Cheap gaming case - $40 (Rosewills are great for starter builds)
http://www.newegg.com/Product/Product.aspx?Item=N82E16811147159
4gb of ram (all you'd ever need in this build) - $32
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231277
H61 motherboard compatible with 3rd gen i3-3220 - $45
http://www.newegg.com/Product/Product.aspx?Item=N82E16813157315
Corsair 500w psu - $50
http://www.newegg.com/Product/Product.aspx?Item=N82E16817139027
Seagate 500gb hard drive -$60
http://www.newegg.com/Product/Product.aspx?Item=N82E16822148767
Windows 7 Home Premium 64-bit $100
http://www.newegg.com/Product/Product.aspx?Item=N82E16832116986
CPU - i3-3220, $130
http://www.newegg.com/Product/Product.aspx?Item=N82E16819116775
Sapphire 7770 ghz edition - $135

Grand total $592 before rebates, including os. You can skip the os and buy a 7870.
I built this same system with a pentium g860 instead of the 3220, no os, and a rosewill case/psu combo for like $370 a few months ago, prices fluctuate a lot.
"never" is a very strong word, that build is holding up just fine and plays dirt 3 well over 30fps at HD resolutions.
