GDI.EXE Protection error When Reformating

When doing a reformat I got windows starting to install then stop and give me the following Protection error.
SUWAN GDI.EXE Caused a Protection at 0001:508B. anyone with any ideas?

I have found that at times it works best to repartition the drive and use "fdisk MBR" at the dos prompt.
I installed system commander and Visual Basic a couple of years ago and ran into some similar problems. Apparently some of these programs write to the Master Boot Record and need to be cleared by doing this.
