I would be inclined to RMA the board based on what you have tried. So you can't turn off the PC probably something wrong in the connector going to the mobo.
The CPU seems to not be the problem since you tried another one.
If you tried benching it and it still got same error then there was no contact point shorting it.
Need to try and pull out the RAM and test with just 1 stick in different slots, if it still does not work - would consider RMA it.

after a bit of searching I found some threads were people solved this problem (the code is not specified in the user manual so it could be quite a few things).

* Make sure the CPU is properly seated - one fellow just opened up the retention arms and put it back again, new thermal paste and it worked.

* Make sure CPU cooler is working correctly - found 2 threads were the cpu cooler was not working correctly and the guys replaced it and started working.

* Bench it - take out mobo from case to ensure no shorts and hook everything up outside the case. Saw 2 threads of users who did this and used 1 stick of RAM to test every slot. Turned out only 1 slot was working on the mobo and it could only boot up with 1 stick in that slot.

edit: refer to this when benching mobo - http://www.tomshardware.com/faq/id-1753671/bench-troubleshooting.html
