Getting GPU Usage spikes (to %0) after buying new GPU

My specs are
i5-2500
8 GB DDR3
GTX 1050 ti 4GB MSI GAMING X
450 w PSU

It didn't happen with my previous GPU (GTX 750 ti)

GPU gets loaded up to %100 then falls down to %0 (spikes) (0 fps) for a moment or so...
GPU temperature doesn't exceed 70c and cpu usage is about %70-80 while gaming.
 
Solution
Wattage doesn't really mean much about a PSU.
A problem like this with GPU usage drops could easily be related to your PSU dropping power when requested by the GPU.

If you download HWInfo64: https://www.hwinfo.com/download.php
Look at the sensors, and right click on GPU Core Voltage and GPU Core Load and choose Show Graph, it'll create a couple of log windows so you can see when the drops happen.

Play your games and after you notice some drops happening, check your graphs and you'll probably see the voltage drop when the load drops.

That's your (probably garbage tier) PSU causing the problem.
Have you updated your drivers through GeForce Experience?

Sounds like it's not getting enough power. Your PSU or motherboard or a combination of both may be causing the issue.

OR

It could be thermal throttling. How is the airflow in your case?

OR

Something else I haven't thought of.

Isnt my PSU wattage good enough for my GPU?
btw I have an old Mobo, but I think it can handle my GPU...

PSU is just fine. You could run a lot higher end GPU off that thing anyway. I don't see it being a motherboard issue. It might be your CPU. That thing is getting pretty dated. Overall, I would recommend cleaning it up and changing thermal solution on your CPU if it's been a while. Then maybe do a clean install of windows and see if the issue still persists.
 


I just changed my CPU from i3-3240 to i5-2500
I think a thermal paste is applied while changing the CPU, right?

Can my CPU be kinda faulty? because its been used for 4 years before I bought it...
It never gets %100 in the games I play

Can wrongly done thermal paste cause my problem?

Also after changing my GPU+ CPU

I have two windows to opt at startup which both of them lead to the same windows...

and BTW, when I changed my CPU, I have applied the thermal paste, like one week ago

Can high tempreatures be about a problem in my CPU?
I only use the stock fan, btw...
 


I noticed that when the lags occur CPU reaches %100 while monitoring using Task Manager...

So I have to use a better cooling configuration inside my case
and also reapply the thermal paste?

I think my problem is about CPU high tempreatures!
Because I usually play in 768p and I assume it doesnt require high amount of processing
at least my fps doesn't go below 60

The reason I thought it may be a motherboard issue is because the card gets all of its power from the motherboard, but what fiterpilot suggesting makes better sense.

You should only have one windows OS. Try backing up your data and wiping your main storage drive and reinstall windows and your drivers.
