Getting lower frames then I should

I have an i5 4670, R9 390, and 8gb ram, and yet in TF2 (main game I play) I can't stay above 60fps with everything at the lowest settings. I don't know how it's doing so bad, I also can't stay above 60fps in Battlefield 4, lowest settings. Is there anything I can do?

Run it and click the Sensors tab. Run your game, play it for it a bit (until you see your issues), Alt-Tab out of your game, and post the data (screenshot would be ideal) from GPU-Z.

what do you mean by "until i see my issues" do you mean until the frames are low?

so it turns out the problem was that one of the fans was jammed, so the card was throttling like crazy. i pushed the fan a tiny bit and it came loose and now it works great

Yeah I'm on a R9 390 myself. Absolutely love it.
