GFX Card Limited By Monitor?

I have a GeForce2 GTS 64MB (Herculues 3d Prophet II 64 MB). I have noticed that my FPS in Counter-Strike(Half-Life) seems to be limited to the refresh rate of my monitor. If you are familiar with Half-Life, the console command net_graph shows FPS. Lets say I am playing in 1024x960, the max refresh rate of my monitor is 75Hz at that setting, so my FPS won't go above 75. However, If I go below that res. it jumps up to 99 (Counter-Strike never seems to go above 99 FPS). Any explanations, ideas?

Turn off your vsync

You can do this in the your display menu

right click on desktop > properties > settings > advanced > GeForce tab (Should be named your chipset or something similar > advanced properties > OpenGl settings will have option right on the tab, Direct3D will have something to the manner of "more Direct3D" button. Set the vertical sync to always off.

Also, last time I checked, I'm pretty sure theres a max FPS setting on the servers for Counter-strike, but I don't think thats it if you could increase your frame rate.
 
thanks a bunch now :) Getting 99 FPS at max resolution in counter-strike now. And ya Half-Life has a variable "fps_max #" to change max fps, won't go above 99 for some reason tho. Oh darn, ONLY 99 fps 😉
