Sounds about right FPS for that spec on a laptop, which is usually clocked lower than their desktop counterparts.
I'm guessing the 0% reading is an incompat issue between the benching tool and the laptop, or a bug in the in game bench if that's what you're going by. Even more so if you are playing with all the latest year 2 updates. Lot of guys on the Ubi forums really pissed off about bugs and stuff in the new update.
I suggest to get best performance you run Nvidia Inspector, which has built in driver level tweaks for most games. it also has a "Power management mode" setting where you can select "Prefer maximum power". This is great for laptops because instead of setting Windows to High Performance power plan, which stays on even when you're not gaming and drains your battery and makes the LT run way hotter, it automatically kicks off when you exit the game.
Just make sure you navigate to "Tom Clancy's" Ghost Recon Wildlands to find the built in profile for the game, not Ghost Recon Wildlands.
Note with the latest version of NI the applications (games) are pre applied and their title shows in the green bar as soon as you select them. You only need to click Apply settings when changing the default Nvidia profile. DO NOT select Prefer maximum performance in Global settings, only in game profiles.
