Ghosting. Is it my settings or my monitor?

I recently built my first PC and I noticed that I'm having an issue with the graphics on Elder Scrolls Online and Skyrim. There's no issue when standing idle but movement or panning around the camera causes objects to leave dark little patterns behind. I have an Asus LED VX238H 1ms monitor on 1920x1080 at 60hz and my graphics card is a Geforce Lightning gtx 770. I'm currently using an HDMI and noticed no difference after trying to switch it out for the DVI to HDMI cable the monitor came with. I haven't attempted to use the VGA cable it also came with as it got tossed aside somewhere and needs to be found....any thoughts on if that may make an difference? Are there settings I should be looking into changing?

What game are you playing that is causing this?

Is there a setting within the game to change the hz, likely to be in the Display or Video menu. Many games today have a hz rate when changing your resolution. If it doesn't match your monitor hz rate, this can cause "ghosting".

Lastly, go into your monitor settings, I am unsure if you are using Windows XP or 7.. but go into your screen resolution part of your Properties section and ensure it is set to 60 hz.. not 59hz.

This issue is with Skyrim and Elder Scrolls Online [Beta]. I'm using Windows 8. I do have that setting on 60hz but in game, I have not changed any settings. I will look to see what's there and if anything resembles what you mentioned!
