Question Gift CPU not working

I was gifted a unfinished project. It’s a cooler master rc 830 case with a P8P67 Pro board. One of the ram slots has a busted clip and the CPU led is red. The processor doesn’t get hot at all with or without fan connected. I have a graphics card that I know works connected. No video at all. So really what I’m asking is, is it worth buying a new cpu/ maybe motherboard. Or sell the case and parts to get a different build?

Is there anything in the parts you have worth reusing? If nothing else you can probably reuse the case. Maybe the PSU if it's ok. The P67 is too old to reuse. If you have the money you can spend ~$300 for a new board, ram, and cpu. Really depends on your budget.
