In theory, yes. In practice, mostly but not always - occasional interoperability issues do happen and you won't know about them until you either run into them or find confirmed reports that a given CPU-motherboard-RAM configuration does not work.

The Vendor-Qualified List only represents what the vendor has tested itself. It is a tiny subset of all possible configurations.

The memory support list is not all inclusive. It shows examples of supported memory. The memory frequency you choose to use depends on if you are overclocking and the CPU you are using. The memory controller is part of the CPU.
