23" is not that big and size has nothing to do with resolution and it's resolution that matters not size of screen.

My budget is roughly $150~ and about the PSU, will it be too much of a hassle to change it to higher Watts? xD

ur mobo is new enough . just change the PSU if u realy wanna see what u expect from new Video card . after this moment dont copy paste DXDIAG info . because if u have 4GB ram then dxdiag will only show u 3.5 of it if u using 32bit windows .

Just memorize this 5 parts with little details . VGA , CPU , MOBO , RAM , PSU
anythin but VGA should be find to VGA be able to work fine . ur satus is :

Mobo: 100% FINE
RAM: 100% FINE
PSU: ( u didnt mentioned , but u need atleast 500 watt )
CPU: 100% FINE

u only need to buy new PSU for ur new sweet GTX 460 . oh butaway ur REZ is low as i saw , its good u know why because lower REZ makes VGA to run much better . i am using 1440 REZ & people say GTX 460 or 5850 is overkill for me look how overkill it is for u , thats just great go for PSU & new VGA . GOOD LUCK
