Gigabyte GA-F2A88XM-HD3 Boot Loop, no display

I recently bought a new case for my computer as my old one was cheap and small and I was looking to future proof it by buying a bigger case. I switched everything over to my new case and when I turned on the computer, all of the fans and lights came on, and the hard drive seemed to be working, but nothing appeared on-screen, and it seemed like it was rebooting continuously with a few seconds in between each boot. The fans seem to rev up and then back down a little when it reboots.

I've tried checking the connections on everything but no luck. I've tried disconnecting my gpu and using the onboard graphics, and I've also tried using different RAM. I have a motherboard speaker ready but there's no place on the motherboard to plug it in as far as I'm aware. I've tried clearing the CMOS by shorting out the two pins, and even removing the battery for about 20 minutes, but that didn't do anything either.

My specs are:
Cooler Master Elite 431 Plus PC case
Gigabyte GA-F2A88XM-HD3 motherboard
AMD Athlon 760k 3.8ghz
Gigabyte Nvidia GTX 960 mini itx 2gb
Corsair Vengeance Pro Series 16gb RAM
EVGA 600 watt bronze power supply
WD Blue 1tb hard drive

I tried reseating the cpu and that didn't work. I took the motherboard out and tested it with another monitor and still got nothing onscreen. The monitor only lets me switch to inputs if it is receiving a signal in that input, and it was, but nothing was showing up on screen except for the "no signal" message.
 
Now that you have everything taken out of the case, only have the power supply, cpu, cpu cooler, monitor and memory connected to the motherboard. Hard drives are completely not connected at all to the motherboard or power supply. You tested different memory modules one at a time. You've also tested to see if by seating a memory chip into different dim slots, the only other thing would be to swap out the power supply. If that doesn't result in the ability to get to the bios, id be inclined to say motherboard failure. Rarely does the cpu ever fail, though it is possible it is VERY rare. Do you see any status indicator lights on the board of any color? If the motherboard is still under warranty, I would open a support case with Gigabyte and have the motherboard RMA'd. If this is not possible, i'd be a good time to start looking at intel cpu/motherboard ddr3 combo's.
 


There aren't any LEDs of any kind on the motherboard except for the two on the ethernet port. I have a 400 watt power supply that I bought for another computer, would that be good enough to test it?

 


I'm afraid there's no place on the motherboard to plug a motherboard speaker in... I don't even see anything in the manual about it.
 

What do you have for a cpu cooler? When I installed my hyper 212 evo, my computer wouldn't start due to a ground issue. It's worth a shot to see if by re-centering it or moving it slightly would effect the startup. Other than that, it sounds like the motherboard.

 


I'm using the stock fan and heatsink my cpu came with. I've taken it off and readjusted it about 3 times and also reseated my processor but still no difference.
