Gigabyte GTX 1070 G1 Gaming RGB light dim

Just bought the graphics card and the RGB light of my graphics card is dim, is not the whole logo (GIGABYTE) dim but is just the (TE) words part of the GIGABYTE logo is dim and it is in consistent mode, Is there anyway i can fix that cause i tried reinstall the extreme gaming engine, adjust the brightness of the RGB light, reinstall graphics driver, try in other motherboard, all of that won't work
Should i return the card or ask a replacement ?
By the way i also have the problem with buzzing noise from the card

SOUNDS LIKE AN ISSUE with the RGB , mine are consistent , and no buzz at all , I'd return it.
