Good Build for medium-high gaming?

I'm on a budget right now, wondering if this build is good for running modern games or medium/high
Mainly looking to play GTA 5 or COD with maybe 30-50 FPS

What resolution?
Also, the processor doesn't have very good single-threaded performance.
Try an i3 4160 and an AMD r9 280 + 8gb RAM
