[SOLVED] Good deal ?

I got an offer off a pc build the guy claims that he used for less than three monthes but he has no proof of that nor he has any box for any parts ... he said that he bought it from newegg and i asked him if he can give me a screenshot of the history and he also apologised because of some reason, i managed to lower the price because of all of these issues but im still not sure if it is a good deal
He is asking for 1200 USD

The specs are as follow:

i7 8700k
Asus 1080Ti turbo
16 gb t force ddr4 ram
240 sata ssd
Blue WD 1TB drive
Thermaltake fan cooling
Thermaltake 600w ps
Cooler master CM 590 III case

Is it a good deal and what is the best way to inspect the device

Again, that's new. I wouldn't pay $1,200 for used.
