Question Good Gaming PC with stuttering, unstable frames and frame drops in game

Hello, thank you for any assistance in advance

I have a pretty decent gaming PC, but as the title describes I have the following symptoms:

1. Random Stuttering when using Chrome, Email, Skype.
   1. Specifically when clicking through tabs or clicking reply or clicking between tabs
2. Stuttering and freezing when clicking windows key while in game or in menu in game
3. General freezing and stuttering when click to new things etc
4. I mainly play The Finals on mid/high settings (*Screenshot attached) My frames are locked at 120 but when in game they are kind of all over the place from 90 to 120 sometimes higher (for some reason)
5. One of my main issues is that when in game randomly my frames will drop dramatically from 120 to 20 then 50, 30, 20, 90, 120, etc for about 1/2 minutes and this happens completely randomly.
   
   1. Sometimes I'll play a whole night and it'll happen once other times I'll play for 1 hour and it'll happen 5 times
6. Sometime when I switch on my PC the whole system will feel sluggish
7. Other times when I switch on my PC my sound will randomly be like 40/60% softer even though everything volume related is the same with no effects etc.

The weird thing is that when I have a look at AMD adrenalin my CPU is running at like 15-40% usage and my GPU is running at like 60-80% usage.
(CPU and GPU both running at low temperatures, CPU around 50-70 degrees and GPU around 60 degrees)

How many I reduce the stuttering and random freezes?
How come I am unable to retain 120 consistent frames when my CPU and GPU are running at such a low usage?
Why is my PC getting random frame drops like this?
Things I've tried:

1. Fresh Install of Windows 11 (Licensed and fully updated)
2. All Drivers Updated and Checked in Device Manager (no issues or !s)
3. GPU Drivers Updated
4. No Overheating in my system
5. Game is updated
6. Power mode is set to Performance
7. No Viruses, no malware
8. Brand new Nvme SSD installed with Windows
9. Tried a lot of different settings in The Finals still getting the issues
10. Sometimes when I restart my PC the issues subside for like an hour or less
11. Ran a memtest, no issues

Asus Rog Strix X870-F Gaming
64Gb XPG DDR5 6000MT/s
RX 7800 XT 16Gb
2Tb Nvme SSD (Steam and OS on this drive)
750W PSU
Deepcool 3 Fan Liquid Cooler
3x 140mm Fans
3x 120mm Fans

I would love to be able to no have any stutters, freezing etc, as well as stable 120 FPS with at least the graphic settings I am currently using, any recommendations?

1| Did you install the OS in offline mode, then manually installing all drivers necessary for your platform while in offline mode, in an elevated command? If not, that's where your problem might stem from, since the OS tends to download and install drivers it thinks is right for you but in reality it only causes a mess of things.

I see, how can I identify if this is the issue?
I downloaded my drivers with Asus DriverHub and then AMD Adrenalin for the GPU:

See if anything in Device Manager is flagged with a yellow exclamation mark.

Try and use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver source from AMD's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

It would be a good idea to update the BIOS as the one you're running is still the original shipping version.

Intel has had some issues with the i226 ethernet controller on Windows so it would probably be a good idea to get the latest driver pack: the current version is 29.4. I doubt this would be related, but a lot of the software interactions mentioned do use an internet connection.

It is possible that there may be an issue with the SSD in use and while it doesn't always help to narrow down what's causing the issue Task Manager and Resource Manager can show you queues and response times for the drive.

A couple of notes:

1. That memory is not on the QVL list for the motherboard though typically most DRAM with an EXPO profile should work on AMD
2. That PSU is a very poor model and while I don't think it's likely to blame here it isn't something I would want to use with this hardware

Nothing flagged in Device Manager just had a look again.

Going to try DDU, but I don't think this is the issue as I never had any other setup (Nvidia / Intel) with this motherboard and CPU, they're brand new parts.

Just having task manager set to show your disk while you're using your computer and look at it when these issues occur. If it's the drive a lot of the time the latency will spike or just be really high in general (my system tops around 10ms, but from what I've seen drive issues would usually be much higher in the hundreds+).

There really isn't anything else I can think of which would be particularly helpful here aside from trying different memory. You could try the OCCT memory test, but like memtest this usually only picks up on bad memory.

It's just a bad PSU, but as I said I don't really think this is your problem. If your issues were only happening under load then it might be more likely.
