I have a pretty decent gaming PC, but as the title describes I have the following symptoms:
(CPU and GPU both running at low temperatures, CPU around 50-70 degrees and GPU around 60 degrees)
How many I reduce the stuttering and random freezes?
How come I am unable to retain 120 consistent frames when my CPU and GPU are running at such a low usage?
Why is my PC getting random frame drops like this?
Things I've tried:
AMD Ryzen 7 7800X3D
Asus Rog Strix X870-F Gaming
64Gb XPG DDR5 6000MT/s
RX 7800 XT 16Gb
2Tb Nvme SSD (Steam and OS on this drive)
750W PSU
Deepcool 3 Fan Liquid Cooler
3x 140mm Fans
3x 120mm Fans
I would love to be able to no have any stutters, freezing etc, as well as stable 120 FPS with at least the graphic settings I am currently using, any recommendations?

I have a pretty decent gaming PC, but as the title describes I have the following symptoms:
- Random Stuttering when using Chrome, Email, Skype.
- Specifically when clicking through tabs or clicking reply or clicking between tabs
- Stuttering and freezing when clicking windows key while in game or in menu in game
- General freezing and stuttering when click to new things etc
- I mainly play The Finals on mid/high settings (*Screenshot attached) My frames are locked at 120 but when in game they are kind of all over the place from 90 to 120 sometimes higher (for some reason)
- One of my main issues is that when in game randomly my frames will drop dramatically from 120 to 20 then 50, 30, 20, 90, 120, etc for about 1/2 minutes and this happens completely randomly.
- Sometimes I'll play a whole night and it'll happen once other times I'll play for 1 hour and it'll happen 5 times
- Sometime when I switch on my PC the whole system will feel sluggish
- Other times when I switch on my PC my sound will randomly be like 40/60% softer even though everything volume related is the same with no effects etc.

Things I've tried:
- Fresh Install of Windows 11 (Licensed and fully updated)
- All Drivers Updated and Checked in Device Manager (no issues or !s)
- GPU Drivers Updated
- No Overheating in my system
- Game is updated
- Power mode is set to Performance
- No Viruses, no malware
- Brand new Nvme SSD installed with Windows
- Tried a lot of different settings in The Finals still getting the issues
- Sometimes when I restart my PC the issues subside for like an hour or less
- Ran a memtest, no issues
