Good pc but getting lag spiked constantly.

My specs are.
Gtx 1060 6gb dual.
Cpu: i 5 4690k (Devils canyon) 3.5 ghz.
Cpu Cooler: Corsair liquid cooling dont know what its called.
8gb of ram.
System: Windows 10 pro 64 bit.
Psu 750 W corsair.
Motherboard: Military class 4 or someshit.
HDD 1tb
SSD 120gb kingston..

Basically im capped 144 fps in almost all games cos i use an 144hrz monitor but sometimes it goes down to 30 for a split second casueing lag and it does it constanty in game. I play CSGO BO3. Bsically major fps games that i need good fps in. Im thinking its my cpu thats trash so i overclocked it but still didn't do shit so im kinda sad.

Add my snapchat if u wanna help. I'm thinking i could get faster help and i could also record stuff so you know exactly what im talking about. My pc has been this way forever i thought that when i got an new gpu it would be fixed but its still the same problem (upgraded from an gtx 960)

There are many variables on a PC and the cause could be related to one or a combination of things like:
- Malware lurking in your system.
- CPU power management capping higher performance or CPU unable to keep up with load.
- Background apps using system resources.
- Missing updates (BIOS, GPU motherboard, etc.)
- Internet speed issues or high ping to hosting servers.
- Disk running out of space or failing.

Could you post your CPU & GPU temperatures, CPU and GPU load and disk free space when the lag spikes occur.

 
As above, check CPU temps when under load as a first point.

Seen it many times that the CPU throttling due to overheating causing the problem, often when using liquid coolers when the pump isnt getting full power (motherboard header not set correctly in bios), or not making good contact, or bad thermal paste application.
 
My csgo is installed on my ssd for faster performance and it has 17gb left of 120 thats hardly a problem is it?. When my cpu is idle with some programms like steam avast and spotify is open i get a temperature of 43-44. When CSGO is open MY gpu temp is on about 54 C and 50 C on the CPU.
 
Your SSD has enough free space.
Your temps look fine.
Could you post the load on the CPU and GPU while idle and while playing CSGO.
You could use MSI Afterburner to monitor CPU, RAM, GPU and FPS while in game.
You could do that by entering Settings, selecting the Monitoring tab and selecting which one to monitor under Active monitoring hardware graph. Make sure to check Show on screen display after each selection.

While shooting moving etc. GPU 50C then a number next to it thats says 3% but is stable when in menu at 30%. CPU 30% sometimes jumps to a 100 this number on the cpu moves alot. RAM 3778MB sometimes jumps to 5000
