Good PC getting terrible fps in all games

In all the games I play, my FPS will drop from 100+ to 20 for a couple minutes then go back to 100+ for less than a minute. My FPS also drops to 3 during loading screens. I've tried reinstalling graphics drivers, scan for viruses, optimize hdd, checked cables for gpu, cpu, and psu, i've checked for background apps, checked all my temps. (they were normal), and even hard reset my pc but nothing worked. I also recently replace my GPU but the issue only occurred about a day ago (I did not install anything new or did anything differently, just played games)

GPU: GTX 1070
CPU: i5-4690
MB: Gigabyte H81M-HD3
12GB of DDR3 RAM
600W Power Supply

12GB of DDR3 RAM
600W Power Supply

That is a odd configuration of ram, are both the sticks the same brand, with same timings?, and also try running on only the 8gb stick of ram, take out the 4gb one. After doing that check if the drops occur.
