Good PC low FPS CSGO

My fps fluctuates between 100-270 in CSGO with everything on low and I am also playing at 1280x1024. The strange thing is okay. My fps does not decrease as I play on higher resolutions like 1920x1080 the fps does not decrease, and when I increase my graphics settings to high the fps does not decrease that much at all. But when I go into populated DM servers it can drop to like 40. And I don't understand why this happens, and sometimes it can drop from 250 to like 90 in a few seconds. This is really annoying and was wondering if I could have some help

My PC specs are

CASE : NZXT SOURCE 210 BLACK
CPU : AMD FX 8370E 3.3GHz
GPU : SAPPHIRE Radeon HD 7970 DUAL X 3GB OC
RAM : 8GB of hyperX Fury
HDD : Western Digital Blue WD10EZEX 1TB
MOBO : ASRock 960GM/U3S3 FX
PSU : Corsair CXM 600W

They just seem to stay around 45-55 degrees

What does the the CPU frequency do? The 960g board are notorious for VRM throttling the cpu.

I just updated my bios, FX series CPU'S seem to have a problem with older BIOS. It is getting late here so I will not be able to find out if it has worked until tomorrow. I will keep you updated

BIOS update did not change anything, and CPU frequency is about 3607MHz and dips to 3306MHz sometimes

Might be a CPU bottleneck
