I'm slightly confused on what this is..... it has beefy hardware, enough that it doesn't need to stream. Does it just stream the game data and render it locally? and what is the business model for this? subscription based?

The hardware they're talking about is all going to live in the data center. The end user doesn't actually own one of these machines.
