If you check out the Developer Tools option in Chrome, you can see it seems to be written in HTML5 and Flash (to output the sound).

The same technique is used for the HTML5 based NES emulator (see the description at the bottom of the page) as a fundamental weakness in HTML5 at the moment is its inability to generate sound programatically (which kind of kills the pure HTML5 emulation scene):

This wasn't even flash-based, which makes it even more innovative.

The sprites are all taken from a large image and using what I _think_ is javascript.
