Question Got a new 3080 but I get no signal

So I Switched out my 3060 ti with a gigabyte 3080 and I switched out my seasonic gold 650w psu with a 1000w g6 evga gold psu. When I booted it on my 3080 lit up, my fans were spinning, and the psu was running, but I had no signal on my monitor :/ I put my 3060 back in and it started running just fine. So my question is the 3080 DOA or is there something else I'm missing here like updating drivers or something? Like the card powers on and lights up so it can't be really dead right? I also reset the bios and that did not help any.

16 gb ram
Windows 10
I reseated the ram andmade sure both 8 pin connectors to the card were in right. everything is connected right to the mb. I had a suggestion to use ddu and do fresh install but I haven't gotten to that yet. But if that happens not to work what then?
