[SOLVED] Gpu and cpu low usage which results in low frames.

Hello everyone, ive been having this issue where gpu doesnt go 99% at most games which annoys me not to reach 144hz 1080p on low settings.
Ive tried:
1- Adjusting power consumption MAX on windows settings and made sure that PCI is MAX also.
2- Disabling HEPT.
3- Minor and system build overclock.
4- Temps are fine they dont go above 70c for gpu, cpu doesnt go above 60c.
5- I know whats bottleneck and cpu never reached 99%.

Specs:
GTX 1070
Ryzen 5 1600
EVGA 750W
Corsair vengeance 3200 (i have them on 2933, coz 3200 is not stable)
MB: MSI B450 gaming plus

Any help or suggesting would be appreciated, ive searched a lot about it but i doesnt make any sense that most games
are not optimised for gtx 1070 or ryzen 1600, i think im doing or there is something wrong. Not sure if its possible but maybe there is a single core bottleneck
from cpu? dont know if thats a thing but just guessing.

The R5-1600 has enough cores, but, just not the same amount of IPC/FPS potential that the 8700K had later the same year in 2017....

(You are not going to saturate the 1070 at 1080P, and definitely not with just the R5-1600.

I'd be on the lookout for an R5-5600X, after updating your BIOS to support same. It's FPS potential is likely an average of 50% higher that of the R5-1600, or would if the GPU does not become saturated at a certain point. (One of the games tested below shows more than double the FPS with the 5600X)

Thats makes really a lot of sense, if im upgrading id make a new pc with same gpu mainly using intel 11400f, this one really a sweet spot. Thanks for the info
