Is there a rule of thumb that states that if I spend so much on a cpu then I should spend x percent of the cpu price on the gpu to prevent bottlenecking. For instance, if I spend $150 on a cpu what is the most logical amount to spend on the gpu to create the most efficient combo?

no there isn't

personally I feel if you spend $500 on a mobo+cpu+ram you gpu must atleast be $500, its pretty cheap/sad looking when you have a i7 4770 + Z87 GD65 + 8GIG vengeance ram but running a 270x on a rig like that

if I were you I would add up how much it costs for mobo+cpu+ram and but a gpu = to that amount

Thats hard to answer. I say ~double-triple.
My phenom II cost me 90 back in the day (ok last year) but I got a 760 (250) running without a bottleneck. Overclocking helps alot in this situation. At stock speeds I would have a fairly decent bottleneck, but at 4.2GHz I am in the clear.

What processor is in question, and how much are you willing to spend?

If you spend around $200 on an Intel i5 then you can run any card out there without bottlenecking on the CPU. The GPU would be your bottleneck at that point. Either way you will be bottlenecked in some way, but is better to be limited by GPU than CPU IMO. At least you can always just get a more powerful GPU, and then consider overclocking the CPU if, and when it's needed.
