Question GPU at 1% in games

Hi,
I've recently upgraded from an RX560 to an RTX 3060 ti with 8GB of VRAM and none of my games seem to be using it. The problem is that while I had around 50fps in for example GTAV with the RX560 (consistent with its capabilities), I have around the same fps with the RTX 3060. When I look in task manager, I see that my GPU is constantly at 1-3%, but CPU at around 50%. I have 32GB of RAM and I tried it with different DIMMs, it's installed on an SSD and the PSU is not the issue either. Thermals are also fine. I tried everything, setting task manager to high and real time, in game settings, nvidia control panel... My CPU also doesn't have integrated graphics, so I don't understand how these games are running at all!? Same goes for Cyberpunk 2077 and Minecraft, the fps I am getting is way below what I should be getting. And before you ask, none of the games are cracked :). I just don't know what to do anymore.
 
full system spec? include brand and model of the psu
how full are the ssd?
Asrock B350M Pro4 with a Ryzen 5 1600X and 32GB of RAM at 3600mHz (although the motherboard theoretically supports 2400 max, but even with 2400 RAM it's the same). The SSD is a 1TB Samsung 870 QVO which is 60% full. GPU RTX 3060 ti with 8GB of VRAM and a Seasonic S12II 620W 80+ Bronze PSU. I have had my GPU at 100% while testing its rendering capabilities in Blender (it was consistent with what it should output), so the PSU can probably push the power.
