Question GPU at Max speed fan after booting, No display and weird power button

Good afternoon, I recently shipped my pc because I moved out, when I was preparing the package, I removed only the GPU(brought it with me in a backpack), I closed the case and put the PC into the box. When I received the PC, it had nor scratches nor visible damage at all. I put the GPU into the PC, an I noticed these problems: No display after boot and GPU Fans making A LOT of noise and going at full speed, I also noticed when I push the power button to shutdown the PC it shuts down right after clicking it instead of the usual several seconds required when holding the push into the button. So I started doing these things:
-Removing and putting back the GPU
-Removing CMOS battery
-Switching HDMI to DP and viceversa and also put the DP into the MB slot
-Switching RAM sticks in every slot possible

Please help me out, the pc was totally working before shipping it, It would be much appreciated, PC Gods.

CPU: AMD Ryzen 5 3600 Processor
RAM: Corsair (2x 8GB) DDR4 3600
GPU: Nvidia 960 Gainward
MB: MSI B550-A PRO
PSU: Corsair RM650 Modular, 80 Plus Gold, 650 Watt
SSD: Crucial P2 500gb

Have to ask but you checked all power and psu cables are firmly seated, RAM too?

What debug lights are lit?
I see the white light on CPU (Same color as when it was working ), I double checked the ram and it’s fully seated, I removed and put back the big psu cable (24 pin probably). After doing all of this, The pc started with no noise from fans but after some second the gpu started overloading the fans. Still no display as well
