GPU benchmark at half of what it should be

I recently bought a new computer and put it together and I noticed that in some games like Arma 3 and Rome 2 I was not getting the fps that i should be so I downloaded a program called passmark software which tests your components and I found this.

My GPU is performing at half the speed it should be.
I have a ASUS GTX 980 as you can see in the video. I have this plugged into PCIe slot 2 x16 but I am informed that this should not fill up the bandwidth of the PCIe slot and should thus make no difference.
I have a I7 4790K as my CPU, 8GB of HyperX beast RAM and a ASUS Pro Gamer motherboard.
Also when running the benchmark a small whining noise can be heard. Can anyone confirm if this is normal
Does anyone have any ideas why this is happening or if the card is faulty and should be sent back. If you have any questions please feel free to ask.
