Question Gpu Downclocks when i exit chrome

So my gpu a gtx 570 is going to p2 randomly and then it wont go either up to full clock or go down to idle clock, i have tested the usual suspects, temps, reinstalled drivers several times, downloaded programs to see if the perfcap reason was power but it keeps saying that its the gpu thinking its idle, i have had this problem before and never quite got the hang of how to fix it as it seems quite random

(i just saw and tested that this happens when i close chrome, so the computer starts with the gpu always at 100% even if idle and then if i go to chrome and close chrome it downclocks until i restart the pc)

Well I mean, basically.. No point of using the full GPU power when nothing is running. Chrome is needy and likes every resource it can get. Mine does that too, Chrome likes to use a decent bit of my GPU, but when I close it, it drops down.

gpu after that doesnt go to full clock even in 3d applications

Does it usually go to full clock in those applications? Because again, my GPU doesn't always go to max in some games

the gtx 570 isnt like modern gpus that have adaptive clocks, not to mention that in it goes to max usage meaning it isnt going to full clock when its suposed to
