Question GPU drawing half the max power at max utilization

I just updated to a Radeon 7800 xt from rtx 2060 super, I got a new 850W psu for it as well. I've been getting less fps than my previous card consistantly on all games, and when I check AMD software it shows that only around half the power is used (board power). I've reinstalled the card physically several times, and I'm sure the cables are all plugged in. The slot on motherboard should be fine too as I had a card on it before this.
Cpu intel i7 10700KF
24gb ram

I donno what to do I've reinstalled graphic driver as well, also used ddu for nvidia driver.

Download, install and or run GPU-Z. With a game running, press alt + tab on keyboard to go back to GPU-Z and see if it shows under the Graphics Card tab and where it says Bus Interface, that it says "PCIe x16 4.0 at x16 3.0", like it should be when running a game. When a game is not running it should be dropping to "at x16 1.1" or 2.0, to save power.

I don't remember if AMD Adrenaline will show the bus interface like GPU-Z or also CPU-Z.

Yes it shows it at 3.0. Also seem to be 3.0 on idle though. However I used the stress test built into adrenaline and during the test the gpu was using 250W of power. I assume this means hardware is fine... so driver issue? Others don't seem to be having problem on this driver and i've rolled back and tried a few versions as well some perform better than others but all under expectation
