GPU Drops causing massive lag spikes in game.

I have a GTX 970 Gigabyte G1 and I have a monitoring app called GIGABYTE OC_GURU and this shows drops in GPU Clock, MEMORY CLOCK, GPU VOLTAGE, POWER CONSUMPTION. They all drop about half way or more. Sometime more and the other one or less than the other one. I have also tried all types of settings in BIOS to stop power drops and so on. Completely made default and so on no change. This shows that the Power Cosumption drops to about 32% (alot more than the others) and next lowest is the GPU Clock which drops half way,

I get between 50-90 fps in Watch dogs on ultra and when I am just standing still or driving or no matter what I just lag and drop to 20fps or lower. Lately I have been getting below 10 fps and when I am driving or doing something in a game like that it is extremely hard to handle, unplayable. Anyone have any Ideas on what it is? I have always thought it was my CPU but I am wrong. I have had this for a while and I have change everything in my computer as well, power supply, GPU, CPU, cooler, motherboard. everything except my damn hard drive. I bought it new and it was the cheapest 1TB HDD I could buy. I have de fragmented the disk and reset the disk and formatted it and looked for problems in the drive but nothing shows so I don't want to swap it if it was nothing.

Can someone please give me some answers on what I may be?

My Specs
Motherboard: ASRock 970 Extreme4 AM3+
CPU: AMD FX-8350
GPU: GTX 970 Gigabyte G1
PSU: Fractal 750w (something)
HDD: Cheap shit WD something something cost $65 new
Cooler: H80i Water Cooler Branded thermal paste

I wouldn't concentrate on the power draw and consumption of your card - it generally pulls what it needs dependent on load.

How old is the card? Are you able to try a friends on your machine? How old is that PSU?
