Question GPU failure or Display failure

So, TLDR half a year ago part of my screen started showing horizontal purple and whitish lines on the bottom portion of my monitor. After turning on the image scaling option of my NVIDIA graphics card, (EVGA 2080 Super Black Edition), in the GE Force Experience settings page, the lines went away. But after switching it off, the part of the screen that was effected by the lines turned black. So I turned the settings back on, and crossed my fingers that my card was not failing., and stopped playing games. However I did go on a wow and league bender and notices the graphics were whitewashed, but regular videos on Amazon Prime or Youtube for example, and even my desktop seemed to remain the same color temp(or whatever).

Recently, I noticed that my graphics were very white washed especially when playing games like Apex, so I decided to turn the setting off to see if it would return the vibrancy. But now the lines were gone and the bottom part of the screen is not black (a miracle? idk I havent rebooted my pc since doing this, but I will see soon enough). When booting league, the client did not cause any problems but when entering the game, now 1/3 of my screen is black on fullscreen mode, but normal on borderless and windowed mode. Btw playing Apex has caused no problems since reverting the GE FORCE setting, and the colors and resolution look as vibrant as ever.

After taking screen shots of league in Fullscreen mode, the screenshot is normal, and does not show any black or lines. Is my Graphics card failing or is it the display?
 
Unlikely that it's a display problem. Physical problems with the monitor itself don't usually come and go like that. Usually if something in the monitor is failing or is bad, it's just that way no matter what.

This is far more likely to be a graphics card, display CABLE or driver issue. But it could even be something else like a motherboard or PSU issue.

What are your FULL hardware specifications including the EXACT model of your power supply and how old it is?

What is the currently installed version of your motherboard BIOS?

Have you made any attempt to run the DDU and then do a clean install of the Nvidia drivers?
 
PSU-EVGA 850 G+ bought it May 2020
CPU- Ryzen 7 3700x
RAM - Corsair Vengeance LPX 2x16gb 3200MHz DDR4
Motherboard - ROG Crosshair VII HERO wifi
SSD- samsung 860 EVO
Also another thing i notices was when more than half of the screen was black when bringing up the display menu using the buttons on the side of my monitor, the display would not show. Also I tried switching cables and that didn't do anything. And switching to a DP cord didn't do anything either.

Also I just rebooted the pc and the graphics seem fine.
 
Also I believe I have the latest motherboard bios. I downloaded the latest NVIDIA driver today and reverted the setting today. This is the only update to the driver I made since I had this problem. And when this problem first came up, I reverted the driver to the last driver and that did not fix the problem. Also I seem to remember that this all happened when downloading the last Nvidia driver, but I find it weird that league still gets a partial blackscreen only on full screen mode.

I don't know what running the DDU is. Or how to do a clean install of the drivers.

If you know anybody with ANY graphics card that will work in your machine that would let you borrow it for the purpose of troubleshooting, that would probably be helpful in determining if it's the card or not.
