Question Gpu fan 0 rpm while fans are moving

I have Nvidia geforce gtx 1650. Hwmonitor and geforce experience shows 0 rpm but the fans are moving when i look at gpu from below.
Also in gpu z the rpm shows 0 but it shows 40% fan usage.
 
That probably won't make a difference. It's most likely a problem with the fan RPM sensor(s). The GTX 1650 is a very old design so you may just have a really old card that's starting to have things fail on it.
mhm also i monitored when i play either games or do something the 3d graph of gpu in task manager only spikes.. the video encode remains at 0% and when i am alt tabing multiple times from one tab to another i saw 3d graph spike to 20-30%
 
Since repairing something like that is most likely impossible and/or more expensive than another card, I wouldn't worry about it as long as the card works. IIRC, the GTX 1650 draws a maximum of only 75W so it's not exactly a scorcher of a card that you'll need to worry too much about. If the fans are spinning, then the fact that the sensor says 0% isn't really all that important.

I would just ignore the problem and keep using the card as usual. I have serious doubts that there will be any negative effects.
