Question GPU fan speeds not updating as card heats up.

I built a new PC with an RTX 2080 Super. Ive been hitting very high temps, in the 80s playing games like Apex Legends, which never gave my 1070 any problems at all. I thought it was because my Fractal Design Meshify C case was too small, so I put it in my old Fractal Design Define R5. Still runs hot. So eventually I realized my fan speeds just aren't updating. I have two monitors, and I had MSI Afterburner open on my second screen on auto. I noticed the fans would stay at 0% while the game was open, but then once I alt tabbed, it would update and cool down immediately. But then, once I tab back in, it heats up again and the fans don't update. Then I repeat. What is the issue? The problem is present with Afterburner and with EVGA Precision.

I've tried uninstalling those two programs but it was no help. User defined fan curves didn't work either. I can even hear my fans randomly ramp up for a brief two seconds then they go back to normal, this is without any programs running at all... Is there something wrong with my GPU? It's weird, its like it only works properly when Afterburner is front and center on my screen and I am actually tabbed into it. Once I go back to the game it stops working. Any help is greatly appreciated
