I just did a clean install of Windows 11 (updated the Bios, install GPU, CPU and Wi-Fi drivers) and after setting my fan curve in MSI Afterburner I notice my GPU fans randomly spinning up to 100% then backing off for a moment and starting again. If I use the Firmware control mode option in Afterburner it kind of works but as soon I alt+tab into other window starts doing it again
Thing I did try:
-Reinstall windows
-Reinstall MSI Afterburner and Riva Turner
-Clean/plug and unplug the GPU
-GPU temps are good they can stay under 50 with 0 rpm
This only occurs when using the program but I want to undervolt and set my own fan curve, is there any other program conflicting with Afterburner?

16GB 3600Mt/s
