GPU for a Dell Optiplex 790 DT

Solution
Short answer: No.

Long answer:
By dimensions, the Gigabyte's GTX 750 Ti will fit.
But the PSU your prebuilt PC has doesn't cut for it. Recommended PSU wattage for this GPU is 400W. Your PSU is only 250W.
Also, your PCI-E x16 slot maxes out at 35W. GTX 750 Ti on idle uses about 9W but when gaming, power usage is 62W and it peaks at 68W.

Solution

I use GPU with riser card it has molex connector to bypass mobo 12v to provide more current to 12v and I have another oem dell's psu for GPU use inside case.

It's been good 1 year now. So I think it's been worth to do it so. I've had gt720, gtx560ti, hd7850 and current gtx960oc. Riser makes possible to mount 2 slots, full profile card sideways. I had to modify case heavily and tweak cpu fan assembly to make everythin fit inside. And make more holes to the side door for better airflow. I have 35 degree celsius idle temp with both cpu and gpu. With GTA V both rise to 50 - 60 degrees. I have made more improvements to case airflow.

You did a lot of jerry-rigging to get your system work. Not sure if the OP also likes to have all that hassle.

I'd swap out the case for bigger one and also get a better PSU. Something like this:

PCPartPicker part list / Price breakdown by merchant

Case: Thermaltake Core V21 MicroATX Mini Tower Case ($51.03 @ Amazon)
Power Supply: SeaSonic 520W 80+ Bronze Certified Fully-Modular ATX Power Supply ($62.99 @ SuperBiiz)
Total: $114.02
Prices include shipping, taxes, and discounts when available

You too can go with Thermaltake Core V21 and get better aesthetics for your PC. 😉

Thermaltake Core V21 is the most customizable case i know.
If you're running out of free space inside Core V21, just buy another Core V21 and stack them.
