[SOLVED] Gpu is weird

Hi! So I have this weird problem with my gpu; when I play cod modern warfare, I get 160-200 fps as it should be with my Gpu (Rtx 2080 Super). I play at 1920×1080 144 hz. But msi afterburner says I only use between 92-98 gpu while gaming ? The performance are good but the gpu usage is not between 99-100. Also, when I put the resolution to 4k, my gpu usage goes between 99-100. Does that mean that my gpu is so powerful that it uses less gpu usage on 1920×1080 ?

Rtx 2080 Super
16 gb RAM
750 W psu
Gigabyte Z390 Aorus pro

The most probable reason is that the game developers have not fully exploited the potential of that particular GPU.
