[SOLVED] Gpu isn’t running at 100%

Hello everyone, I just built my first gaming pc. I do play games competitive so frame rates matter to me.. for some strang reason I am getting a lot of fluctuations in my frames 300-150 and when I try capping at at 240 I never get 240 it’s always lower. On my 2nd monitor I find my gpu to be running at 60ish% my cpu to be running at 40% and my ram at 50%. In game I have almost all the setting set to low...
My computer specs are ryzen 2600x
Asus Cerberus Gtx 1070ti
16gb of 3200 ram
And I do have a cheap Kingston ssd for windows and the game I currently play

It doesn't matter who makes the card. The drivers from https://www.geforce.com/drivers suit all Nvidia cards.
Well, New copy of windows, 0 OC to my gpu..... And boom gpu usage jumps all the way to 80-85% while in game providing avg of 350fps!!! much improvement. and I still havent even played with any of my settings beside preferring performance over quality in nividia settings. Could Potentially get more gains, from the cpu by utilizing it by following the reddit post you sent, but as of right now I dont need to. amma sit back relax and enjoy my build. Once Again cant thank you enough for all your support!!
 
lol sorry to bother you, but I dont think it worked, it did help but trying other games showed otherwise, its not that the game isnt smooth enough it just drives me crazy knowing i spent soo much money on hardware that at the moment I dont need.cranking the setting up does seem to put more load at the gpu but the cpu usage is unaffected not sure whats happeing.... potentially post a forum in cpu? maybe ppl have tips for more efficient processing? it cant be the ssd can it? I do have some logos being corrupted..... can it be its messing with the drivers? I am getting some weird crashes, not sure what is causing them...... temperature seems to be fine cpu at 52 c...... I might get a new ssd and install a brand new version of windows and drivers, but does this sound like a potential problem from ssd?
Like I said, for low resolution high refresh rate gaming, Intel is the only choice.

sorry for the late reply, I knew that when I got my amd processor but between 12 threads and 6, and me thinking ahead, I had to go with amd, but how much diffrence do you think me going to intel processor will make (talking about 8400)

It depends on the game and it's system requirements. Your logic is definitely sound. The 2600 has better multicore performance, which will give you better longevity in the long run. You can either return monitor for higher resolution (eye candy) lower refresh rates or keep the monitor and go intel. However when it comes to triple a gaming, its going to be very tough to maintain FPS high enough for that monitors refresh rate and you'll be subject to upgrade frequently. For esports titles you'd be fine with the i5 8400.
