Question GPU mem clock stuck

i have a 3070ti that i just got and itll sit at 405mhz mem clock while idling but out of nowhere itll just to 9250mhz and just sit there and it causes my temps to go up to 75c... all this while idling..

i changed my power management to normal and not high performance or whatever its called but i cant figure out what else would cause this.. i plugged my old card back in and it worked perfectly fine.. but id rather not go back to my 1650 super..

any ideas? im open to anything!

i5-10400f
3070ti founders edition
evga 750w 80+ bronze psu
16 gb corsair vengeance ram

okay, ill do that right now. This whole situation is weird...

edit: i finished, it didnt find anything... ive tried reinstalling gpu drivers, i tried updating my bios, im just at a loss.
